01 — Brief
Universal Animal Welfare Society (UAWS) needs a centralized digital platform to manage animal welfare work across wards, cities, hospitals, and sterilization centers. Manual logs cannot support audit, municipal reporting, or live field accountability.
Kellykode proposes a strict, role-based ecosystem: a flagship offline-first mobile app for field teams, a command portal for NGO supervisors and central admins, and a jurisdiction-locked read-only portal for municipal officials.
Every pickup is bound to a photograph and GPS point. Sterilization moves through a locked three-step flow — Pickup, Operation, Release. City and hospital dashboards stay live. Municipal templates generate automatically between the 1st and 5th of each month for the audit team.
Audit-ready by design
Photos, GPS, timestamps, and operator identity travel with every sterilization export.
Works without signal
Field capture continues offline and auto-syncs when connectivity returns.
Built for two audiences
Field staff get speed. Municipalities get a single-city dashboard they can trust.

With this platform
02 — Platform
Field, administration, and government each get a purpose-built client. Data lives in one secure backend.
Built for catchers, vaccinators, and LSS. Fast capture, camera and GPS enforcement, bilingual UI, and a live coverage trail.
Command center for supervisors, area managers, data admins, and super admins across cities, wards, and hospitals.
Read-only monitoring for municipal corporation officials, locked to their jurisdiction. No create, edit, or delete.
03 — Access
Permissions are layer-wise. Field staff cannot skip clinical stages. Municipal users cannot alter records.
| Layer | Who | What they can do |
|---|---|---|
| Layer 1 | Field staff — catchers, vaccinators, LSS | Full entry on Vaccination Tracker and Sterilization Tracker for assigned work only. Pickup requires live photo + GPS. Operation is locked. Release entry is permitted. |
| Layer 2 | NGO supervisors & area managers | Full access across all modules for assigned city / ward / area. Data quality, follow-ups, coordination, operation and release. |
| Layer 2B | Municipal corporation officials | Read-only. Dashboards and logs for their jurisdiction. Stats, photos, summaries. Cannot create, edit, or delete. |
| Layer 3 | Central admin — 2–3 super admins plus data & reporting admins | Users, roles, permissions, all cities, validation, audit, automated monthly reports, cumulative hospital/center dashboard. |
Tap a layer. See the desk they sit at.
04 — Modules
Six trackers. Sequential validation. Incomplete or skipped stages cannot be saved.
Tap a stage. Operation stays locked until pickup is complete — try it.
Pickup is open. Operation is locked.
Layer 1 has full field entry. Coverage is drawn as a live trail. Leaving an assigned ward raises a boundary alert.
GPS starts with the shift. The map records the coverage trail. Crossing a ward boundary triggers an automatic breach warning so supervisors can see drift in real time.
| Stage | Layer 1 Field | Layer 2 Supervisors | Layer 3 Admin |
|---|---|---|---|
| Pickup | Entry | View / Edit | Full access |
| Operation | No access | Entry / Edit | Full access |
| Release | Entry | Entry / Edit | Full access |
Public, PMC, or online complaints. Layer 2 enters and monitors. Layer 2B views. Layer 3 has full control.
Ten-day observation after a confirmed or suspected bite. Layer 2 enters. Layer 2B views. Layer 3 full access.
Clinical and confirmed cases. Layer 2 enters and updates. Layer 2B reads dashboards. Layer 3 administers.
Community outreach. Layer 2 enters and uploads. Layer 2B views. Layer 3 audits.
05 — Intelligence
Location, city, hospital, and cumulative views. The municipality sees one city. Layer 3 sees every center.
Field geography
Separate dashboards per location inside a city, and per city across the programme.
Clinical
Each sterilization center and hospital has its own operational dashboard.
Layer 3
Cumulative data across every hospital and city for central admin.
Layer 2B
One city. Read-only. Built for corporation officials and audit.
The government dashboard surfaces live operational counts, not just activity logs.

06 — Compliance
Pickup, operation, and release save in order. Later stages remain locked until the previous stage is complete.
Photograph and GPS are mandatory at pickup. No photo, no GPS, no record.
Each animal entry is unique by tag number and date. Tag and cage numbers are entered manually at the shelter.
Sterilization and vaccination data from each city is compiled into the municipal template automatically between the 1st and 5th of the following month for the auditing team.
Sterilization log exports include GPS, photographs, timestamps, and operator details — ready for inspection.

08 — Delivery
Requirement lock, database planning, and complete design for mobile, admin, and government portals.
APIs, role permissions, offline-sync, GPS and camera enforcement, path tracker mechanics.
Layer 2/3 command center, 1st–5th municipal generators, read-only Layer 2B dashboards.
Field-condition testing (offline, boundary alerts), production deployment, SSL, handover.
09 — Commercial
Full-stack platform development and managed production infrastructure.
Annual baseline ₹3,60,000
Scaling The initial server is sized for launch. As cities, users, photographs, and GPS events grow, infrastructure upgrades follow actual usage — not a blanket uplift.
Questions, answered
Yes. Field capture is offline-first. Records queue on the device and sync when the network returns. Pickup still requires photo and GPS at the moment of capture.
No. Layer 2B is read-only and locked to their jurisdiction. They see logs, photos, GPS, and city totals. They cannot create, edit, or delete.
Automatically between the 1st and 5th of the following month, in the template the auditing team already uses.
UAWS. Kellykode builds and hosts. Exports include full metadata so the programme is never trapped in a vendor screen.
